The Illinois Department of Agriculture has agreed to move its cutoff date for over-the-top dicamba applications from June 30 to July 15 for June-planted soybean fields.
EDIT - It was an avira pop up ad on my screen that was not visible and suddenly after an hour it just became visible. dont know why.. doesnt matter
EDIT - ITS NOT A YOUTUBE PROBLEM. its seems to be a problem of my desktop, on the certain section of my screen towards the bottom right, there seems to be something that changes my cursor from arrow to finger. clicking anywhere in that area seem to pop up a chrome window taking me to the avira sticky password site. the catch is that its invisible. I cant tell what it is so how do I get rid of it ???

I have a windows 7 system. i7. anyways so I was just on youtube.com which before this moment has always worked perfectly.
So I click on the video quality button at the bottom right of the youtube video and instead of doing that, I get sent to another tab for avira sticky password http://www.avira.com/en/sticky-password?x-a-source=IPM&x-a-medium=2151&x-a-version=2764&x-a-source=IPM&x-a-medium=2151&x-a-version=2764&x-a-item=unknown
this keeps happening for all the other buttons on the right including the 'make fullscreen', the empty space on the right and even the first 2 video suggestions.
I doubt it is a problem for other people because I tried googling this problem but no response popped up. I restarted chrome and googled 'sticky password' and that got me to this website http://www.stickypassword.com/ which seems to be a totally different website with no mention of Avira
I dont know whats going on but it seems fishy that this website doesnt have Avira mentioned, there is a free download available which is not on the Avira one. I even went to Avira.com and searched for sticky password and nothing showed up. http://www.avira.com/en/search?q=sticky+password
I dont wanna buy this software but this popping up just kinda feels like its forcing me to do so.
its not a big problem but for now I cant seem to watch videos on fullscreen or change their quality. not the end of the world, just annoying
